Designing a Proposed Kogi Pilot That Learns Before It Scales
A pilot is most useful when it is designed to learn, not merely to look like a smaller version of a finished national programme. That principle shapes the proposed Kogi initiative described in ExcelAgroVC’s project concept.
The initiative is proposed and has not been presented as a live deployment. Its purpose would be to test whether selected parts of a shared digital agriculture infrastructure can create practical value in a bounded environment, with clear institutional roles and safeguards.
Start with preparation
Before onboarding or technology deployment, a responsible pilot should establish its operating foundation. That includes confirming participating institutions, defining the pilot scope, agreeing data responsibilities, mapping the relevant value chains and identifying who owns each service decision.
Preparation should also clarify consent, support channels, grievance handling and the conditions under which information may be shared. A strong technical demonstration cannot compensate for unclear governance.
Introduce only selected capabilities
The pilot phase should focus on a deliberately limited set of useful workflows. Depending on validated partner needs, these might include structured agricultural enterprise profiles, consented production records, service referrals, logistics or traceability events, and decision-support views for authorised institutions.
Each capability should have an operating owner, a defined user group and a clear reason for being included. Features that do not support a tested need should wait.
Learn from evidence
A pilot should examine more than registration totals. Useful evidence may include onboarding completion, data quality, participant understanding, institutional response, usability, inclusion, support requests, privacy concerns and whether the workflow improves coordination for the people and organisations involved.
Feedback should be used to change the service, not simply to validate decisions already made. Where a workflow is confusing, exclusionary or operationally weak, the responsible response is to redesign it before expansion.
Scale only what is ready
Responsible scaling means extending capabilities that have demonstrated usefulness, appropriate safeguards and sufficient institutional capacity. It does not mean copying every pilot feature into a larger geography at once.
The proposed Kogi pilot is therefore framed as a learning pathway: prepare, pilot, learn and scale responsibly. Its value would lie in producing grounded evidence about what should continue, what should change and what should not yet be expanded.
